I picked up a Riptide over the weekend and manged to get most of it done. Still need to go in a do all the lenses with purple, and I might add some more black and white on the body to provide some contrast, but I'm really happy with how it's turning out. I've magnetized the weapons so that I can take either of the main weapons or secondary weapons. Still need to do the little support system bits that come with the kit which will also be magnetized. The kit is great and it was a lot of fun to build.
For the blacklines, I first varnish the model with a gloss finish, then applied Heavy Body Black wash(link below) to the crevices. With the gloss varnish you can then wipe away any wash that got on the surface without staining the paint. I believe you can also buy the wash pre-made at Secret Weapon Miniatures. http://www.awesomepaintjob.com/index.cfm/resources.recipes
That's awesome, seems like the old inks, but being able to wash off the excess without damaging the paint is huge. I find the new washes are too think for this kind of thing, and they stain the paint quite badly if you try and remove them.
Dark Eldar readily kill Eldar every chance they get, including desecrating their spirit stones. (Worst fate that can befall an Eldar.) There are a few very limited examples of Eldar and Dark Eldar working together, generally not really together either - just a matter of either similar goals aligning or for the novelty factor.
Tau are one of the few races that doesn't actively wipe out any other alien race they find and are building one of the few empires untainted by chaos. It's in the Eldar's interest to see them succeed.
From a fluff perspective DE and CWE makes basically no sense.

I kind of want my Eldar army to have DE allies or visa versa, but am thinking Tau may be stronger than DE, and make a bit more sense.

Nice but I have yet to figure out why tau are battle brothers to eldar.
